What it means

A fake-looking news broadcast shows a crude reaction face beneath a caption asking, “should I kill Joe biden?”, while the ticker reports that a teen is suspected of plotting to assassinate Biden. The joke comes from the absurd juxtaposition of an internet meme and a serious breaking-news headline, parodying how a silly post could be presented as evidence in a criminal case.
