What it means

A screenshot combines a post about an unnamed Russian man streaming a gas stove with the Twitch stream itself: a burner is left blazing, while a viewer-count-style number and a cheap monthly price appear on screen. The linked headline says the man is taunting Westerners, joking about Russia's gas supply and Europe's energy prices. It is used as a sarcastic reaction to energy-politics arguments, price comparisons, or provocative Russian propaganda.
