What it means

A tweet reports that police seized several improvised electrically fired firearms from Tetsuya Yamagami’s home after the assassination of former Japanese Prime Minister Shinzo Abe. The joke comes from juxtaposing the serious news report with an image of an absurdly overengineered weapon and a heavily armored police officer, making the homemade shotgun look like fictional sci-fi equipment.
