hehe OR not hehe ?

What it means

A cat in an ornate costume holds another cat’s face while staring at the viewer. The caption asks “hehe OR not hehe?”, turning the cats’ awkward, intense expressions into an absurd question about whether the situation is funny. It is used as a playful reaction to uncertainty about laughing at something strange or uncomfortable. EN: A cat in an ornate costume holds another cat’s face while staring at the viewer.
