Text on the meme

Doocy: "You're confident that these devastating sanctions are going to be as devastating as Russian missiles and bullets and tanks?" Biden: "Yes. Russian bullets, missiles, and tanks in Ukraine. Yes, I am." BREAKING NEWS BIDEN: PUTIN "REJECTED EVERY GOOD-FAITH EFFORT" AT DIPLOMACY

What it means

A screenshot of Joe Biden laughing during a White House press event is paired with a satirical exchange in which Peter Doocy asks whether sanctions will be as devastating as Russian weapons. Biden appears to misunderstand the question and confidently answers by referring to the devastation caused by bullets, missiles, and tanks in Ukraine. The meme is used to mock political gaffes, awkward answers, and darkly absurd reactions to serious news.
