What it means

A masked cartoon character outlines a manipulative online scheme: posing as a girl, trading intimate material for gifts, returning the gifts for cash, and spending the money on camgirls. The joke is an absurd, exploitative chain of internet scams and sexual blackmail, presented in the classic imageboard greentext style.
