Time to Commit War Crimes

Text on the meme

Wa ha ha, time for me to commit a war crimes

What it means

A black-and-white anime-style schoolgirl sits at a desk with a mischievous expression while announcing that it is time for her to commit a war crime. The intentionally incorrect grammar and cheerful delivery make the joke absurd, so the image is used as a darkly humorous reaction to someone about to do something chaotic or morally questionable.
