What it means

The image compares two mother monuments: a golden, pregnant mother with children in Russia and a nude female statue with a child on her head in the Netherlands. The joke is the exaggerated contrast between the traditional idealized Russian monument and the provocative, surreal Dutch sculpture, making it suitable as an ironic reaction to cultural differences.
