Text on the meme

What it means

A black-and-white two-panel image shows a mustached man smiling in the first panel and looking serious in the second. The joke is about composing a war march that later becomes associated with circus music, clowns, and foolish behavior, making it useful as a reaction to something intended to be serious but ending up ridiculous.
