A Halloween movie cover featuring a sinister clown-like face has been altered with googly eyes, making the character look confused and ridiculous. The joke comes from the contrast between the horror imagery and the silly craft-store eyes, so it works as a reaction to something unexpectedly goofy or unsettling.
