Armed Forces on Civilian Targeting

What are the Armed Forces Branches' views on targeting and killing civilians? The Army says: Civilians should never be targeted or fired upon as it is inhumane and forbidden by the Geneva Convention. The Airforce says: Ding Dong, incendiary bomb

The meme contrasts the Army’s stated opposition to targeting civilians with the Airforce enthusiastically dropping an incendiary bomb. It uses dark satire to mock the perceived hypocrisy of military branches and is shared as an absurd reaction to contradictory or hypocritical behavior.
