Optical Illusion Circles Move

Text on the meme

OPTICAL ILLUSION These circles are not moving.

What it means

A red-orange ring and a blue ring appear on a gray background beneath the claim that they are not moving, but throughout the clip they slide around and switch positions. The joke is that the visual statement is obviously contradicted by the animation, making it a playful optical-illusion reaction meme.
