What it means

A computer profile window shows a cartoon character as the profile photo, but a blue notice says the photo cannot be changed because it was provided by IT or human resources. The joke is about workplace control and the absurdity of being unable to replace even your own profile picture, making it a reaction to strict corporate rules or overbearing administrators.
