hmm today i will summon tanks

Text on the meme

hmm today i will призвать танки Прорыв В-Т

What it means

A simple rage-comic character decides to summon tanks, and the next panel shows a bizarre flying tank labelled «Прорыв В-Т», beside a huge grinning face. The joke is the absurd escalation from an innocent thought to an unexpected, overpowered tank appearing; it is used as a surreal reaction to someone deciding to do something extreme.
