What it means

A homemade drink dispenser is assembled from PVC pipes, with two cans mounted upside down and a tap pouring a yellow beverage into a plastic cup. The joke is the absurd DIY setup that turns energy drinks into a beer-style tap, suggesting an overengineered way to serve a simple drink.
