I have a silly thing to say

What it means

A white-and-orange cat is being held on its back while raising one paw, looking innocent and slightly confused. The joke is that the cat appears ready to make an important announcement, but can only say something silly; this is used as a cute reaction when sharing an absurd or trivial thought.
