What it means

A Windows 98 desktop runs inside an emulator while a translucent turquoise “Liquid Glass” effect is dragged around the desktop, warping and magnifying the icons beneath it. The joke is that modern glassmorphism has been recreated as an absurdly impressive visual effect on a decades-old operating system, matching the uploader’s “vibecoding” context.
