In October, a speed camera captured this image of someone dressed as the cookie monster driving a car in Dortmund that was going 10 miles over the speed limit. The car was registered to a 57 year old man who the police went to talk to, but under German law he had no obligation to give them any extra information, which he understandably didn't do, because if he had admitted to being the one wearing the cookie monster costume or if he told them who was they would have gotten an extra $64 ticket for wearing a mask while driving on top of the $43 speeding find.
