United States Navy Looks Inside

What it means

A stern-looking cat is shown beneath a game-style ranking overlay identifying the United States Navy with a very high rating. The joke is that the Navy checks the 2nd Air Force and is portrayed as overwhelmingly superior, using exaggerated military statistics for an absurd reaction meme.
