Council Declares Death Penalty
The council has decided: death penalty
A nighttime sidewalk is covered with rats whose eyes glow brightly in the darkness. The caption humorously presents the council’s decision as a formal death sentence, implying the rats have been condemned for some unseen offense. It is used as an absurd reaction to a group being collectively punished or judged. EN: A nighttime sidewalk is covered with rats whose eyes glow brightly in the darkness.
