Victorian tongue clipper

I found this under the floor boards in 1800’s era house

A hand holds a strange antique metal tool with two finger rings, a toothed circular clamp, and a small chain, photographed against a wall. The joke is that it looks like a bizarre and potentially terrifying Victorian device, so the caption pretends it was discovered under the floorboards of an 1800s house. It is meant as an absurd reaction to an unidentified old object that resembles a torture instrument.
