Japan Germany Military Ties

Text on the meme

Japan, Germany expands military ties as German warship visits.

What it means

A German sailor and Japanese naval personnel pose with a large anime-style naval character cutout aboard a warship. The joke contrasts serious military cooperation with the bizarrely cheerful use of an anime mascot during the visit, making it a reaction to awkward or unexpectedly anime diplomacy.
