Text on the meme

Excuse me? I lost my cat can i please make an announcement Of course Pispispispispisp ispispispispisp spispis!!!

What it means

A person asks to make an announcement after losing their cat, and the announcer agrees. Instead of giving useful information, the person dramatically makes repeated “pispis” sounds, as if calling the cat. The meme is used as an absurd reaction when someone responds to a serious situation in a comically useless or overly dramatic way.
