Legally Arranged US Flag
US flag code does not actually specify how the 50 stars on the US flag are supposed to be arranged 100% legal
The meme shows a US flag whose 50 stars are arranged to spell “USSR,” with text pointing out that the US flag code does not specify their exact arrangement. The joke is that this technically complies with the rules while making the flag look symbolically communist, so it works as an absurd political reaction meme.
