Text on the meme

Joji joji? FILTHY FRANK!

What it means

A four-panel crossover meme shows Perry the Platypus and a purple-clad character being compared with Joji, while Dr. Doofenshmirtz reacts in confusion among colorful gnomes. The punchline is that Joji was formerly known as the internet character Filthy Frank, so the joke treats the two identities as a shocking revelation. It is sent as an absurd reaction to someone discovering an entertainer’s former persona.
