What it means

EN: Two schoolgirls in uniforms are pulling on each other’s clothes. One apologizes and protests that the button will break, while the other retorts that she started it first. The meme is used as a humorous reaction to mutual blame, with the tugging clothes creating an exaggerated emphasis on their chests.
