A group of Roman soldiers forms a tortoise formation with their shields. The joke is that someone promises not to recreate a perfectly coordinated Roman military formation after drinking, then predictably does it anyway. It is used as a reaction to jokingly show how alcohol leads to abandoning one’s plans or acting on an oddly specific impulse.
