You think this is funny?

What it means

A stern man in a hat asks, “You think this is funny?”, while a second edited version of him laughs hysterically. The joke comes from contrasting threatening seriousness with exaggerated laughter, making it useful as an absurd reaction to something supposedly hilarious.
