Vulpes Inculta in Legion armor makes a faux-propaganda appeal to the NCR: if they hate Caesar’s Legion, they should stop using roads controlled by the Legion. The joke is the absurdly literal argument that opposition to the Legion should mean giving up a basic public resource, making it useful as a sarcastic reaction to hypocrisy or dependence on something one criticizes.
