What it means

A Tektronix logic analyzer is displaying a Wanna Decryptor ransomware screen demanding $300 in Bitcoin. The joke is that a piece of laboratory test equipment appears to have been infected, making a serious technical device look absurdly compromised; it is used as a reaction to malware, system failure, or catastrophic technical problems.
