What it means

EN: An anonymous imageboard screenshot shows grasshoppers and locusts in a bowl that the poster plans to fry and eat. The reply “Sanctions are working” jokingly connects food scarcity and eating insects with international sanctions, so the meme is used as an absurd political reaction to shortages or a crisis.
