What it means

A smug Trollface-like figure in a military-style cap says he will create the ideal society. A comparison of Cambodia’s life expectancy shows it falling from 41.57 years in 1970 to 18.91 years in 1977, alluding to the Khmer Rouge and Pol Pot’s regime. The meme is used as a darkly ironic reaction to utopian plans that produce catastrophic results. EN: A smug Trollface-like figure in a military-style cap says he will create the ideal society.
