The top panel shows a worried Wojak mocking a blatantly rigged election where the “great leader” wins 99.8% and every opponent is labeled “Puppet.” The bottom panel shows a gray Wojak approving an election split almost evenly between “Neoliberal Imperialist” and “Imperialist Neoliberal,” with an “ULTRALIBERAL” receiving only 0.1%. The joke is that a supposedly competitive democratic election is still controlled by nearly identical ideological choices, so the system is “working as intended.”
