This is how you get a static IP. You have to pin the connection down permanently.
A network cable is physically pinned to a wooden surface beside a computer. The joke exaggerates the idea of a “static” IP by making the connection literally static and permanently fixed in place. It is sent as a humorous reaction to overly literal technical solutions or improvised IT fixes.
