A group of managers stands around a construction pit while Dave is buried in it. The joke is that despite the many managers and supervisors, the company fires the one worker doing the actual hands-on labor because of budget cuts. It is used as a sarcastic reaction to corporate bureaucracy, layoffs, and poor management priorities.
