A Skyrim player moves through a dungeon while archery skill increases repeatedly and dramatically. The joke is that the supposedly minor mods have made the character absurdly overpowered, turning every action into nonstop skill progression. It works as a reaction to someone downplaying a major change or chaotic customization.
