It's the same thing The EN 1149-5 standard

EN: In the upper part of the image, a smiling man in military gear holds packaging or a leaflet toward the camera in front of a graffiti-covered shop. Below, the emblem of the 12th SS Panzer Division is compared with the symbol of the EN 1149-5 standard for antistatic protective clothing, while a cartoon character points at them as if they were “the same thing.” The joke mocks an attempt to portray a common antistatic-clothing symbol as a Nazi emblem.
