The image shows a page from an official-looking German federal criminal police letter discussing a Gab user who allegedly posted sexualized and insulting content about politician Ricarda Lang. The joke is that an aggressive political rant is presented as evidence in a formal police investigation, exaggerating the consequences of online insults and mocking claims about freedom of speech.
